It revolves around a person who arrives in Trivandrum city who takes a ride from place to place in an Autorickshaw. His name or whereabouts are not revealed, and he just travels from place to place in the auto rickshaw. The questions about his whereabouts form the rest of the story.

Nelson Crowe is a CIA operative under the thumb of the Company for a disputed delivery of $50,000 in gold. They blackmail him into working for the Grimes Organization, which is set up as a private company for hire, to blackmail prominent individuals. The plot centres around moody 17 year old Mathilde (Paradis) who has no parents. Her philosophy teacher François (Cremer), happens to stumble across her path and is eager to help her learn more. He starts to come over to her house everyday going over her homework, and teaching her the art of the study. Eventually, Mathilde starts placing little hints that she finds the 47 year old François attractive. He tries to resist her, but he finds himself falling for her as well. They soon blossom into a passionate love, but they must keep their affair a secret from his wife (Mikaël) and the school.
The movie takes place again in the fictional Wangan Station of the Tokyo Metropolitan Police Department the once empty space within Wangan's jurisdiction has become a popular tourist attraction. When a string of murders of company execs begins taking place, Aoshima jumps at the opportunity to pursue something other than his current case, which he finds less than inspiring. However the powers that be have other ideas, and Wangan again plays host to a special investigation team from headquarters. Aoshima's friend Superintendent Shinji Muroi, assigned by headquarters to assist Okita, is again powerless to help the local officers as decisions are made by the higher ups.
